Senators press DepEd to Resume Face-to-face Classes

Some senators expressed their concern over students’ learning from the current modes of education resulting them to suggest resumption of face-to-face classes in some areas. Many of them believe that that the existing methods implemented, such as modules and blended learning are proving to be ineffective.

Senator Sherwin Gatchalian was one of those who urged DepEd to consider localized limited face-to-face classes during a Senate hearing last November 27. According to him, the Philippine’s COVID-19 situation has ‘dramatically improved’ thus reopening of schools and campuses may already be allowed, especially in areas with little or no COVID-19 cases.

“My own analysis and monitoring of the COVID situation is we’ve done tremendous strides and improvement, and – I can claim – even success in managing COVID, if you compare ourselves to some European countries,” Gatchalian, who was also the panel head, said.

He also mentioned that the daily average number of new reported cases has gone below 1,500.

Senator Imee Marcos expressed dismay over the country still keeping its schools shut “despite consistent evidence that face-to-face classes are not super spreaders” of the coronavirus disease.

She was also furious over cockpits officially being allowed to operate, whereas, schools are not kept accessible. According to Marcos, “I will confess my bafflement and fury several days ago when the cockpits were officially opened and allowed to operate. Has gambling now become an ‘essential activity’ to Filipinos and education a frivolous luxury? Let us open the schools wherever we can and keep them accessible for as long as possible.”

She believed that instead of keeping schools closed, the government should focus on protecting, teachers, students, and families from the virus outside the classroom.

She added that since face-to-face class had been cancelled, the children and community had to bear many difficulties from “erratic remote learning and substandard inadequate modules.” Parents also had to juggle teaching their children at home with their livelihood and housework.

Meanwhile, Senator Nancy Binay expressed her worries over the huge disparity between private and public school students.  It is a common notion that private school students come from well-off families who can afford to participate in synchronous online classes which can allow real-time interaction with teachers and classmates.  On the other hand, public school learners mostly study through printed modules and televised instructional materials from DepEd without hardly any interaction with their teachers or peers.

DepEd Undersecretary Nepomuceno Malaluan admitted that the current setup resulted to very limited face-to-face online interaction between teachers and students. Furthermore, there were students submitting unfinished modules because not all of them can study well by themselves, nor have parents who can assist them.

Malaluan said that DepEd recognizes that increased interaction between teachers and students would make a big difference, if not virtually, then with “occasional or intermittent face-to-face interactions.”

However, the final decision is up to President Rodrigo Duterte. Earlier this year, he ruled out physical classes for the rest of 2020 as a safety measure against the pandemic. The undersecretary assured the senators that their concerns would be cascaded for the next set of considerations and recommendations to the president through Education Secretary Leonor Briones.

President Duterte: Amend CPD law it is just a burden for Filipino Professionals

On his 5th State of the Nation Address (SONA), President Rodrigo Duterte has addressed the Continuing Professional Development (CPD) by stating that it is just a burden for the Filipino white-collar workers that they have to deal with additional learnings, especially on the current world health crisis.

Under the Republic Act No. 10912 which was authored by former Senator Antonio Trillanes IV, registered and licensed professionals are required to attend formal and non-formal training.

The 2016 law has been criticized by groups of professionals for its strict qualifications. He believes that it is unrealistic for them to attend such seminars wherein they will need to retrain from one place to another and it will just add to their expenses.

Following the chief of state’s appeal, Iligan City Congressman Frederick Siao said that the House Committee on Civil Service and Professional Regulation on which he chairs will work on the modification of the legislation to fix its deficiencies.

He also reiterated that the PRC and its professional boards should emanate the necessary elements of professional updating. The solon then revealed that he proposed a bill for the suspension of CPD for three to five years. After the postponement, new and lighter programs will be in place.

It can be recalled that House Deputy Speaker Paolo Duterte is vocal of his opposition to the said measure where he even filed a bill to nullify the CPD Act.

On his statement, he supports the continuous learning of professionals to improve their craft however, they have no choice but to spend their salaries and go through irrational sufferings to renew their licenses and continue their respective professions.

The presidential son also added that we can help them reach global standards through other ways.

He also voiced out his gratitude for the front-liners who are risking their lives in a time of the COVID-19 virus. In 18th Congress, there are a total of 4 proposals for the revocation of CPD.

Other topics that the president tackled on his speech yesterday were to prioritize the 21 bills within 2 years before his term ends although only 5 of them were designed as a response to the novel coronavirus crisis.

Unlike his past 4 SONA’s, it was only attended by 50 Congressmen and Cabinet officials to ensure physical distancing.

Duterte: No opening of classes without vaccine in the midst of pandemic

Philippines- President Duterte stated that he would not risk our students’ life without vaccines in his statement, which was aired late Monday night.

President Rodrigo Duterte said that classes will remain suspended untill the vaccine is available against COVID-19.

He said that “It spells disaster”.

“I will not allow the opening of classes which will make the students get close contact with each other. Bahala nang hindi makatapos, no doctors, no engineers for this generation”, he added.

“Wala munang aral, laro na lang muna unless I am sure that they are really safe. Talking about the opening of classes is useless, bakuna muna”, President Duterte said.

“We will have the vaccine by the end of the year by the grace of God. Mag-asa na lang tayo sa mga marunong”, Duterte said.

If the vaccine is already available because they are feverously working on it, ako na ang magsasabing, labas na.

Department of Education or DepEd already released a memo that the opening of classes will be on August 24, 2020 with different learning modalities. Likewise the Commission on Higher Education or CHED those universities and colleges capable of flexible learning may opt to begin classes in August.

 

Navotas Mayor requested the Department of Education (DepEd) to pass all students for the school year amid the coronavirus outbreak

Amid the Coronavirus code red by the Philippine Health Department last Saturday after confirming the local transmission of the virus. Navotas Mayor Toby Tiangco requested the Department of Education to pass all Navotas students since it’s almost less than a month before the school year ends.

In a radio interview by DzBB he said:

“Ako ay nakiusap sa DepEd na kung puwede ipasa na lang lahat ng mga bata for this school year… para wala nang pasok for the rest of the year… Mas importante naman ho siguro ‘yung buhay ng mga bata kaysa ‘yung ituloy pa nila ‘yung two or three weeks ng pag-aaral,”

He also asked if they could just use the average grade from the previous gradings as the basis for the final grade.

As for the DepED, they are willing to do what is the necessary response from the latest updates regarding the outbreak, Sec. Briones said they are still waiting for the DOH advisory regarding the Coronavirus guidelines.

As of March 8, Sunday Department of Health has probed 700 cases in which 48 is admitted to hospitals, 646 has been discharged, and 6 confirmed cases.

Code Red was announced by DOH they recommended to the office of the President to declare Public Health Emergency for faster mobilization of resources.

Department of Health is expecting the response from the President this coming Monday.
